Bush Says "Terrorists" Cannot Talk Sense:

"At a time when Iraq's new leadership is talking about amnesty for anti-U.S. insurgents, Bush vowed not to negotiate with 'terrorists'.

'You can't talk sense to them. You can't negotiate with them. You cannot hope for the best with these people. We must be relentless and determined and do our duty,' he said."
