Drop The "War" Metaphor

Says George Lakoff:
Terror is an emotional state. It is in us. It is not an army. And you can’t defeat it militarily and you can’t sign a peace treaty with it.

The war metaphor was chosen for political reasons...

9/11 was a crime — a crime against humanity — and terrorism is best dealt with as crime on an international level.
Hey I have a good idea, America! Why not sign up to the International Criminal Court??! That is really where Saddam Hussein should be today, where Osama Bin Laden should be, and where George W. Bush should be.
