Evil? Yes. Geniuses? No.

Bush at the Clinton library:
'A submarine could take this place out.'
Also at the library:
Rove showed keen interest in everything he saw, and asked questions, including about costs, obviously thinking about a future George W. Bush library and legacy.

'You're not such a scary guy,' joked his guide.

'Yes, I am,' Rove replied.

Walking away, he muttered deliberately and loudly: 'I change constitutions, I put churches in schools.'
Chalk those quotes right up there with Dick Cheney's classic:
"Am I the evil genius in the corner that nobody ever sees come out of his hole? It's a nice way to operate, actually."
Meanwhile, Tony Snow says:
"Creating Donald Rumsfeld as a bogeyman may make for good politics but would make for a very lousy strategy at this time."
