Clinton is "Sorry" the USA just killed another 100 Afghan civilians, and I am sure someone in Washington is also "sorry" about all the people who shouldn't be on this list. In fact, the entire US government is in a very "sorry" state.

The operative phrase for this phase of American (and Aussie too -- see Mick Keelty) is "mistakes were made." Yeah, they just sort of happened, all on their own, but it's not like anyone actually made DECISIONS or took ACTIONS to cause mistakes that they would have to accept RESPONSIBILITY for.
As for that "watch list," the expansion is its own death warrant. At least as far as efectiveness goes. When something's that big, it's less precise, and it causes inefficiencies due to unwieldiensss. But the whole point is just to make people THINK they're safe (and punish political enemies whose names are placed on the list).
